From what I was told, the operator was driving on the wrong side of the road and then had to swerve right to avoid a vehicle coming his way and then swerved left to make a turn in the road and the sloshing of the fuel cause the tanker to flip over.

Three gates were shut down for about 8 hours and the one most impacted was shut down for 23 hours.
