Correct. Your water bending ability is currently at 17 and it is freezing the troops at 18. 18 can not attack, defend, nor reinforce until you move the Full Moon water bending ability, or 17 is defeated. You can't attack those troops while they're frozen either, and they will become active again once you unfreeze them.

When I was a kid. I’m too old to remember that crap now lol

Besides I grew up in the country. The game of risk for us was paintballing cars, tipping cows, and egging the local Pizza Hut. The risk was making it home before Dad found out lol

When I played this for the first time last year, very few of the players had ever played it. It took a minute to catch on, but once people understood how to play, it got pretty heated (like any good game of Risk).
