Enlist Phase
@Zero_Cool You have 11 troops that can place on the map in territories that the water tribe currently occupies. You also have the Full Moon bending ability that you can place on one of those territories as well. If you use the bending ability then you have the choice to freeze up to 3 enemy troops on the border of whichever territory you place the bending ability. The enemy troops will not be able to attack, defend, or fortify while frozen, and will only be released if you move the ability to a new location or the territory where the bending ability is located is defeated.
Attack phase
Once you have your troops and bending ability in place, you can choose to attack an enemy territory with one of yours.
