I do. I have a SPL (Commercial License), but anyone with a regular fishing license (even the 3 day for non-residents) can collect. It even lists out collection limits in the Saltwater Fishing regulation, under "Marine Life".

I second this!! I have been dying to snorkel in Florida and would love to possibly collect some fish or inverts on my honeymoon- I have been desperately trying to find people who would come out and do a snorkeling trip to possibly catch fish or inverts for my parents and my aquariums
