Cafe'.... How long do you let a new addition get picked on before you interfere?

I'm having trouble with my flame hawkfish. He first went into the eel tank, but the eel would just hunt him down and chase. So I then put him into the 75. I thought he might be a problem with other smaller fish, but turns out he's the one being harassed. The female clown fish is not having it. First day it was all the clown, now it's the tomini along side the clown. Now the flame hawkfish is looking more stressed colored and his fins are nipped on day 2 in this tank.

I did try the 15 cube but within a hour he had already jumped and luckily it was into the overflow but I don't have a top on this tank, I'd have to figure something out until a fitting screen lid arrives.

before i had an acclimation box, i'd get a small critter keeper from a pet store, use something to drill side holes for water flow through all the sides, and then magnet it in place in the tank (nori magnet clips, etc) as a makeshift one.

Pried it open, cleaned all the salt out of the contacts, pushed tap oil into the on button...

Did we get a reason why they were in water for so long? I'm genuinely curious. Plus I have a terror 4yo so I might need to do this at some point myself.
