I got a diamond circular bit for my dremmel and used to that cut off heads. Some people just try bone cutters, but I highly do not recommend as it can be hard to control the break and split vertically

People who frag a lot will use a special band saw, but those are fairly expensive. I second using a dremmel because it's quick and easy.

You'll need the dremmel, a circular cutting bit, ideally you want to have a healing dip ready to go after you make the cut, glue, and frags.

For hammers, you want to give the fleshy part plenty of space. Just make a quick linear cut through the stem, glue it to your frag plug, and put it in the dip. Then you're done.
