It's been like that when the nitrates where up a little you could see the color but i just assumed that it being clear it was 0. And we pokes tiny holes in the bag after 10 mins

I've never heard of this method before, I'd imagine it could be useful, however 15 minutes in my opinion is not long enough to acclimate fish, especially if the parameters in the bag are significantly different to the aquarium.
Might be worth sending away for your water to be tested professionally!

Hmm well im adding the correct amount of water and drops. Ill reread the instructions see if im doing something I'm not supposed to. Maybe add the drops first then water?

On your nitrate & ammonia tests you are doing something wrong. You should have some color - NOT clear.
Glad I'm not the only one who thought so! I'd have a good look at the instructions again and make sure you're doing it correctly. What test kit is it? Is it specifically for saltwater??

How big is the clown that you have? You may try getting one that is slightly larger or at least the same size. Keep an eye on them to make sure they aren't locking mouths. A lot of times they work it out, but the dominant one may just be a bully. You'll have to check it out as you put him in the tank.

Check the API manual besides the amount of water & # of drops, some tests require a # of minutes to wait.

Not here to start a disagreement but I'd maybe wait for the current clown to establish itself as dominant and then add a much smaller "male" a few months down the line adding a 2nd possible female will only result in another death
