Zebra goby acting different

I have a zebra (bar goby) in my tank that has been acting weird the last couple of days. I have one other zebra goby with him that is smaller in size. They both used to hangout in front of the wavemaker and swim in the flow all day. Yesterday he started hanging out around the rock work, laying on the rock and sand, and seemed lethargic. Today I got home from work and he is swimming laps around the top of the tank around the perimeter of the tank right at the top of the water. When he comes close to another fish he will swim down and come up on the other side and keep swimming laps. I do not see anything on him that is abnormal. Any ideas what this might be caused by?

As a side note when I fed the tank he got right in there with everyone else and competed for food like normal.

Zebra goby typically hangs in rockwork and amongst coral but a 20 second you tube version video will help to see what you are describing
