It looks like it could be a female Paracheilinus octotaenia;

My god that does look like a newborn blacktip reef pup. Looks like there are labels on the tank that's at your LFS right? They probably don't realize what it is and it is going to wreck that tank quick.
Yes, that's at my LFS.
No labels on that tank, he is not for public sale. That tank is often a holding tank for large fish (usually large angels, sharks, rays). Never a price and never a tag.
They will often hold fish that are from someone's private collection, being transferred while a customer moves, etc.

Nothing in this tank, rock & coral included, belong to the store. Unless someone sold off their collection.

It does have a cool tail if it shows it but I’ve never recommended that fish to anyone lol

Mines a bit ugly but I think it will be pretty eventually.
