What type of fish would do well in a 17 gallon? How many turbos and hermits should i add (if any)?

You can probably have 3-4 small fish provided they're different types, so something like a clownfish pair and a goby, gramma or dottyback could work nicely.

For that size of tank I'd probably add 1-2 small blue hermits and a half dozen snails, including some spiny astrea, turbo and trochus snails. A small orange lip conch would also be great for sand duty.

Agreed, but stick to a captive-bred orchid or springeri dottyback pair. Many people have reported aggressive behaviour with single specimens and, certainly, with other species of dottybacks. I have a springeri pair in one of my Evos, and they're lovely, and orchid dottybacks are one of my favourite aquarium fish. I know that this is anecdotal, but I've never had a problem with them.

Royal gramma, firefish, shrimpgoby + pistol shrimp and neon goby all make good inhabitants and would get along together.
You could keep a lot of hermits and snails if you like, they need to be in large numbers to make a noticeable effect.

I have a single striped dottyback - he's been awesome (we call him 'Carl' because my wife Lorrie keeps losing track of him). ;)

You can add lots of hermits (10-20 blue legs). They are good at eating the leftovers. I would not add more than about 5 astrea/turbo snails. More than than will eventually die off due to lack of algae. However, if you get a GHA outbreak, you can add more snails for the time being and pass them along to another reefer after the hair algae problem is resolved.
For fish: 2 clowns and a BTA are always a good bet
Could add a small 3rd fish but territory is limited.
Algae blenny
Damsel like yellowtail blue or azure
Yellow Watchman Goby or other small goby would also work.
