Used splash-less bleach while curing live rock

I’ve rinsed with a hose for 2-3 minutes and that’s it.. never soaked mine
So idk how this is possible. I soaked it in acid for 15 mins 30:1. Soaked after acid. Moved to ro bucket added dechlorinator and now it’s sudsing up again!!! I am praying this is just chlorine which was soaked in the rock from all the tap water. There are two air sticks in the bucket too

That may be causing the foaming. I have fresh water tanks and when I add dechlorinator to my tap water it always foams.
It’s in ro/di water though not tap water. My only thoughts are it could be from all the tap water the rock has been soaked in
