Top layer scum fix?

I don't have an overflow Box and have a top layer of scum i am trying to get rid of. What are the best ways to do this?

I was thinking about using a paper towel. Do you think it would be better if I left the scum there?

No! It’s blocking the o2 exchange.. lay a paper towel on it and lift it off if it’s bad.. more flow will help you from continuing to do it..

Yeah it's only a 7.5 gal so one power head is flow enough
