Several buyers tell me they are unable to leave a review

The buyers are usually newer members of R2R. I leave them a review and would like a review in return and they usually tell me they can't figure out how to leave feedback and I tell them to click on my review numbers but they still do not leave a review. Can new members not leave reviews???

They have to be a member for 30 days and have 25 posts to sell, trade and leave feedback. People try to sign up with new accounts to game the system.
