Return Pump Questions

I recently added a wave maker in my tank and ever since, where the water enters the back chamber where my filter floss is, the water level gets higher than the floss and doesnt allow the water to flow over it and collect whatever is coming out of the display. Im assuming I just need a stronger return pump to fix this?

Its a 15 gallon tank, 260gph return pump & wave maker is about 1500gph at like 20-30% power.

Before & after a few hourse
Thanks - I meant the full tank - with the overflow - what is under the 'floss' - and is the floss designed to be used in this filter in that way? I'm assuming that 'before' is with the wave maker off, and the 'after' is the wave maker on. Assuming there is no blockage of water going through the floss, and the area underneath the floss has no obstructions, I would wonder if the wave maker is creating more flow which raises the water level over the filter and its so much, that it can not drain fast enough? A video would be nice as well
