That pump has to be submerged 100% in 1.026 salanity water. Turn on, make sure it's still submerged after running for 10 minutes, adjust if it's not or close to being not submerged(add 1.026 salanity water).

You really need to research requirements before buying any equipment. For pumps, people usually like to have a turnover of about 5-10 times per hour. Which means with 28 gallons, you’d want a pump that can move around 300-400 GPH. You lose a bit because water has to travel upwards in the tank so take that into account as well.
The pump you have now is 1400 GPH, that’s way overkill. If it’s a DC pump, you could try setting it at a low speed and see how that goes.
