I have an old Gen3 Radion XR30. Would that work for a refugium light inside of a sump? Are there low enough settings to make it work? thanks all!

I don't think it will work. To much light spread spill will lead to algae issues all over the sump. Get a Neptune Gro light which mounts right at the water surface so no light spill.

alternatively, you can add "barn doors" to prevent the excess light spread: https://amzn.to/3U5kc5y

I did the same with my fuge:

That's cool, and I should add that if it is a large fuge like yours then an XR30 can be configured to fit it. Most sumps are smaller fuge set ups typically
