Is a porites coral suppose to be this dirty? I've cleaned the dirt off the coral many times but every time it comes back

No its not.
If dirt can settle on it like this, its getting way to little flow.

It also seems to be in a rather dirty tank/sump/tub, that doesn’t help either. But the key to keep the coral clean and healthy is flow.

How would you clean the dirt off a coral?

Corals use flow to clean themselves.

Porite likes high light and high flow, they need the same conditions as sps corals.
