You are correct. Sellers are not permitted to ask buyers to cover PayPal fees in addition to the sale price. PayPal fees must be included in the sale price.

I would hope not. The price listed needs to be the price charged. The fact that TSPO's now have a lower threshold on what they must report to IRS doesn't really change what sellers have been legally obligated to do anyway.

I couple people have told me that the amount was changed back to $10k, but 2 days ago on my local news, they did a story on the $600 amount and didn't mention any newer agreements. So I think it's a done deal for now.

No. There will be no change to our rules based on the tax law. In a world where scammers seek to take advantage of people who would pay using services intended only for gifting money (i.e. friends and family, venmo, cash app, etc.). The best way to protect our community is still to require payment be made via methods that offer buyer protection. The only exception to this is transactions made in person.
