@Randy Holmes-Farley.

I switched to ATI ICP test for the first and the results came back with high Phosphorus at 49.36 µg/l and I'm being told the ideal value is14.08 µg/l. Can't find much on it in my searches R2R or google...How to do you lower your phosphorus levels?

Phosphorous will be phosphate. 0.05 ppm phosphorous is about 0.15 ppm phosphate, which is fine. Its acted higher than my recommendation, but many people keep it there just fine.

Will there be any negative impacts if I keep just let my phosphorous be at 49.36 µg/l and let my normal water 10% changes bring it down?

In my opinion you don’t need to do anything about phosphorus. It will naturally break down into phosphate. Skimming can remove organic P.

Did you feed before taking the ICP sample?

I can't remember. If I did my automatic feeder might have feed the first before I took the sample. I know a very days before I stirred up my tank to do diy coral snow for the first time.
