What’s the expected output level without a controller?

(Yes, I bought a unit awhile ago to poke with, finally unboxing it)

Measuring at the power input, I’m only seeing about 17W from a unit. This seems to be significantly underrated from the max power (1/3 or so of the 95W)

No linkage light only red indicator light, have5 brightness control 0%-25%- 50%- 75%- 100%

Sorry to bring up old thread, but I just got one for my non-profit traveling tank and I cannot get it to actually turn on a light. We cannot afford the controller, so would be happy to just have them toggle between the %'s given.

Description of issue:
Plug in lights (all good with green light on power block and red indicator light.
Turn on light with button. Blue light indicator goes blue blinking.
Tap the button again and blue light goes solid. No lights.
Tap button again and goes blinky, tap again solid, no lights.
Repeat repeat repeat.

Help.
