Nice ya I think you are on the right track then with the water changes. And no, I'd say if you had the tank running since 2021 and are still having algae and stability issues starting over is not too extreme. I actually had a similar situation with a tank that was running for 8 years until I ripped it down and started from scratch.
Hi okay so I have been thinking about restarting my tank
However I just got a new anemone

If I were to place everything in a holding tank and keep the sand.Would I still need to wait for it to cycle

I think so. There isn’t much bacteria in sand alone. Also ditching the sand for new stuff would be a better idea. Scrub your rocks really well in tank water and use them again. Then you won’t have to worry about going through a full cycle again.

I would get new sand, rinse it very well. Theres a thread here called tank transfer method, I would recommend giving that thread a look. It will help you restart the tank as there are some proven routes you can take. In regards to cycling I wouldn't consider the sand to be an important component in this, your rocks however yes. Your rocks should contain the bacteria needed however you could do some tests if you are unsure if the tank is cycled. When I restarted my system I got rid of most of my rocks and saved about 25% of the rocks to get things back up and running. I did not use fritz or any quick start cycle bacteria however I did try prodibio and I am still unsure if that really did anything. I had to dose nitrates for several months after restarting.
