I'm no expert, but my vote would be to glue it where it was cut to leave as much healthy tissue as possible.

The frogspawn came in receding, but hasn't gone farther. Torch probably too, but there wasn't much to recede it was much smaller, or it already went that far, I dunno.What you're sounds sounds like the right plan. Keep it stable to allow recovery. I would only move to dip it if the tissue around the neck starts receding.
