My Atlantic blue tang has white dots all over and has rotting fins lmk what it is?

From the little I can see as image is dark with blue lighting, appears to be ich or velvet. The fish is also quite thin. Has it been eating ?
Some behaviors associated with a fish with velvet are :
- Scratching body against hard objects
- Fish is lethargic
- Loss of appetite and weight loss
- Rapid, labored breathing
- Fins clamped against the body
- rapid breathing and mucus around the gills

Fish with velvet will typically stay at the surface of the water, or remain in a position where a steady flow of water is present in the aquarium. Remove fish from main tank and place them into a QT with added aeration. Treat the fish in the QT with a copper-based medication and I recommend coppersafe. While many remedies contain the name as ich treatment, assure it targets Oodinium. My choice again is coppersafe or copper power at 2.25-2.5 therapeutic level at 80 degrees for a FULL 30 days monitored by a reliable copper test kit such as Hanna Brand (no api brand). With other fish exposed, the display tank will have to be kept fishless (FALLOW) for 6-8 weeks to assure the existing parasites go through their life cycle without a host fish and die off and with occupants exposed, they too should go into quarantine
A quarantine tank can be as simple as a tank from a second hand store or a starter kit from Walmart which most of the needed essentials.

Can you supply a video taken under white lights?

I agree, the tang looks thin.

Velvet will show as rapid breathing, while marine ich will show as the fish having white spots, but not breathing fast (until later) and the fish will still be eating. Both diseases need to be dealt with, but ich gives you a bit more time.

I’ll see but I’m going to remove the fish and buy a qt and fill it with water and get some cupramine and copper based medications

Coppersafe is milder than Cupramine. Be sure to manage the ammonia level in the QT!

Yes you can, just be aware it will kill any snails, crabs, shrimp, etc. you will need to move fast, and get this under control today. Velvet can kill your entire tank in a matter of a couple days.

Can I just treat the dt it’s a Fowlr with no coral?
If it is a true FOWLR you can, but the rock is going to absorb some of the copper - you’ll need to test and re-add some copper every 3 to 7 days depending on the amount of rock add and in the tank.
