I am not familiar with the ph testers. I know they have one that is definitely for the use of in a saltwater tank.
The link I gave you above is for the reagents that will definitely work with the checker.

Yes, oddly enough it's Exp 04/13/18, I can't read that API colour for beans, looked as dark as 2.0 if not higher.

With that expiration, I'd have to guess you have an older bottle at the lower concentration that has to be overdosed to achieve therapeutic levels.

Now that you have Hanna. You could always dose 5ml into 4 gallons to see if that is the case.
