Blue mushroom has been lifting part of itself

I've had a blue mushroom for just a little over a month now and these past few days I've noticed that one side of it is lifted up into the water (picture attached). It doesn't do it all the time but at least once a day it seems like I'll see it happen. Not sure what is going on so wanted to see if anyone knows what this means. Thanks!

may be too flow towards it or elevated phosphate level .

Phosphates are 0.07 and Nitrates are 7.4 currently. That's all I test for currently.

I have the fluval flex 32 gallon and am using a nero 3 powerhead for flow.

Could be getting ready to move itself to a new place. I had a few of these and now there are probably 10-15 all over the place.
I noticed when one would lift and move that it would leave a few new small ones behind.
