The fastest way to close the loop hole is for arc to turn down the incoming data limit to way to low of a limit to keep shoving people out. Problem with this is, even the people not doing it may get booted. Randomizing the listing number html is the only sure way.

Think it would be easier for ARC to see how many $5 picks went to a single buyer to know if there was cheating happening.
