Anyone know what this dance means in scooter blennies?

I think the lighter one is a male and the darker a female, the male occasionally follows the other one around and does this dance thing for a bit, is this a bonding thing potentially or is it aggressive in nature? They do it for a while sometimes but this is the best video I've been able to get and they stopped after I started recording
