Is this a new tank? If so it just looks like algae growth, tank is going through the "ugly" stage.

As a new tank, you're going to see all kinds of crazy colors as the tank matures. Algae is going to grow and die off throughout it's life cycle. Nothing to worry about :)

Like Crabs said, totally normal for a new tank to go through stages like this. Usually clears up over time. What do you have in the tank as far as livestock? overfeeding can exacerbate the problem. Also check that your nitrates and phosphates aren't too high.

Snails are always a good one to start with (trochus, turbo, nassarius to name a few), Urchins are good if you have hair algae, Hermit crabs are good at removing algae as well.

Agree with above, snails, hermits and certain crabs are great at algae removal.
As for refugium, all depends on how much space you have. If you have a sump where you can dedicate a chamber to a refugium, chaeto, sea lettuce, and certain types of caulerpa are perfect for nutrient removal
