The powerheads and ceramic pot for a home tend to make me believe it's "home/hobbyist" The chipped up edging etc. make me believe it's a public space. My eyes aren't good enough to see everything in the reflection, but looks very basement-esque..... I'm gonna say it's someone's (your) tank??

I don't think a public aquarium/zoo would have a free standing tank with wires hanging down the back like that. I say someone's personal tank or LFS.

I'm pretty sure it was taken by an aquarium you were standing in front of with your (android?) phone. The reflection looks like you were wearing a mask, so maybe at a Halloween party?
