They look that way to me too. They are a filter feeder that sends out swabs to trap food. Unfortunately, those webs can irritate corals.

Bumblebee snails will help, but you should help them by breaking them off at the base. Try to get all of it when you break them off.

Cut the end of the tube it will kill them instantly, but you run the risk of releasing their eggs into the water. Or super glue the opening of the tube and they will die eventually.
