Transfering tank contents

Morning, I just drilled my 75 breeder & building stand, setting up sump to transfer Clownfish harem from 45 breeder over. Has 3 BTA's ( needing few more....lol)& handful of crabs. However I have 2 tanks that may have ich. Couple fish flashing in both 120gallons ( no spots ). One tank no fish have died other had jawfish, mandrin, Cardinal, tang died. Now I'm hoping clown tank hasn't been infected. Was thinking maybe I can add all sand & rock with very hyposalinity under 1.0 to kill off anything that my be laying on bottom or in water colum. I'm going to dip fish in Hydroplex ( unless theres a better option). Then add salt to correct salinity before adding livestock. Is the low salt gonna kill off any good bacteria?

I was also thinking of washing substrate & rinsing rock & just adding nature sea water with a few handfuls of some sea bed substrate.
