My waterline is 12" and my heightest point is 7 or 8 inches I believe

Ok, so that would give you 4 inches max with coral growth (if SPS).

Why?

Potentially … critters and fish will dig under the rocks causing everything to collapse .
worse case scenario it cracks the glass

Why?

Being on the glass they will always be as sturdy as you placed them since day 1.
No worrying about anything burying under them so they tumble.
