The top looks fine maybe a little bleached but typically the bottom doesn't have much color.
The bottom part that looks like it has spirorbid worms and green algae. I tried scrubbing gently with a toothbrush but it doesn't seem to come off. I did Dip the coral, so would it spread?

Probably, a blue head would destroy them but it'll also eat everything else with a shell too. They are beautiful fish when they go super male but they will decimate every invert in your tank.
