It's due to turbulence. Roughly only 30% of the organic compounds in your water have a strong enough hydrophobic pull to attach to the bubbles as it is, and the strength of those bonds varies. So, the idea behind a bubble plate is to calm the turbulent water and allow the compounds to attach to bubbles without being broken free. However, once you introduce multiple bubble plates, then you've created extra choke points that the air has to compete to get through. This forces some of the hydrophobic organic compounds to break free from the bubbles, plus it forces more bubbles to merge, which reduces the total surface area for those compounds to attach to.
