Please identify what is this the store say it's ribbon eel but obviously it's not

Looks like a very well fed ghost ribbon eel. But I’m no expert.

Maybe juvenile coloration differences or just that not everything looks like the “prototypical” type.

Yes the markings should be present. Not always.
Why albino ect critters appear. Way different. Lol

Can it be with snowflake +yellow head moray ?

I would imagine so, but I’ve only heard of it being offered in the hobby once, so I don’t know anyone who has tried to verify that. It gets to be ~90-100cm long (~35-40”), spends most of its time buried in the sand during the day, hunts at night, and it eats smaller fish and crustaceans.

It might be somewhat boring in your tank as a result of its nocturnal behavior (though I’d imagine it will learn to be active during feedings), but (assuming the ID is correct - there are only a handful of pictures I can find of Gymnothorax albimarginatus) it would be an incredibly rare find.

Just to add, they’re noted as being very shy eels that only bite when they feel they have to, and their bite is (apparently, though I can’t seem to find a source with more information to back/substantiate this claim at the moment) venomous - so I wouldn’t try hand feeding this one (I don’t recommend hand feeding eels regardless, but especially if it may have a venomous bite.

Sorry, not trying to spam here, just clarifying my earlier post - I can only find a handful of pictures of them with the same deep, yellowish coloration yours displays (it really helps to offset the “white margin” that it’s named for), as it’s generally more a dull, muddy brown or a pale, sandy color (though you can see some yellow tinting to some of those specimens as well).

Not sure on an exact species but i can for sure say its not a ribbon eel. Body shape and proportions, and head shape are wrong for a ghost ribbon or any other ribbon eel.
