2 clownfish is ok for a 20 gallon although 30 gallon is preferable. Those anthias do not belong in there imo. I would try to get most of those fish a good home, the crowding cannot possibly be good for them.

I say this because you asked. Personally I would have brought them to my LFS before putting them all into a 20g no matter how temporary I felt the situation to be. In the end, all that matters is the animals well being. I know you mean well and have only the best intentions but it is best to get it down to just a few, the rest should go.

This way you can focus your energy and money on solving the bigger tank issue.
