What you should do when the video doesn't loop is cut it in the middle, and move it so that the first half is at the end, and the second half is at the beginning. Then, use a cross fade in the middle. Try to find similar position frames before the first and last frames before you cut it. Makes it more seamless.

You can rent the entire Adobe suite for $50 a month, or just get the photo suite for like $15. I would start with LightRoom and play with photoshop a little. Millions of tutorials out there. I can give some advice too if you need.
