Honestly, unless you find a smoking deal on a used light, there won't be much out there you can use to grow coral in that price range. You can for around $200 grow anything you want with black boxes.

You could use a couple shop lights and daylight and actinic bulbs and grow softies and even some LPS but, in the long run, the bulbs will cost you.
