mixing ROWA and carbon pallets in the reactor?

is it OK to have both of these media running in the same reactor chamber? I noticed that wheni used Rowa in a media bag it had very little impact, but when I ran through reactor it quickly reduced my phosphates. So I'm thinking carbon pellets probably would be the same, they would have a much higher level of efficacy in a reactor. But I'm not sure I want to have two separate reactors for each one. Also, I made sure to have my media bags in a high flow area and it still didn't matter for phosphate reduction, it only really worked in the reactor.I was thinking about getting a small reactor for the carbon pellets
but I'm not sure if this is a waste of money. my tank is almost 6 months old and it's finally has coraline but i still have high phosphate and nitrate, the former being controlled with a reactor. i hope that as my tank matures things will improve but i do not know how a tank matures beyond the coraline phase.

Any type of media will be more effective through a reactor. I would say mixing the two in the same probably won't be ideal. Rowaphos is super fine compared to most activated carbons. Carbon isn't really going to reduce high Phoshates or Nitrates. I've also found throwing a bag in the sump does the job, obviously a reactor works better.
