Melanurus wrasse panicked and laying on belly

My new melnarurus wrasse was lunged at by my jawfish, the jawfish didn't even touch him. This caused him to go into a state of panic where he is laying on his belly breathing heavy. He will swim when other fish go near him. Is this normal?

My melanurus did pretty much the same thing for about 10 minutes. All that happened was my blunthead wrasse sort of 'darted' at him. He was fine after a while
