Either of those lenses are going to be more than fine. Moving the front lens forward away from the next set of "elements" is a way to increase magnification. And has nothing to do with the term telephoto.
USM is just a realy nice motor and advertising keyword. Yea probably makes for better faster focusing maybe.
Me Id get the cheaper one and still have cash for more corals.
You wont be disappointed in either one of those lenses.

believe itll affect the speed of focusing and also the noise level of focusing which might be important based on what type of photography you do. A lense will last you a lifetime if properly taken care of so if price difference is not big or not an issue I'll go with the better model.
