how to take good macro photos with only a 60-200mm and a 100-600mm lens?

If you have enough resolution you can crop tight and it will look like a macro shot. Not sure what body your using but many folks use old manual macro lenses that can be had for cheap. When I shot a lot macro I found auto focus useless much of the time anyway.

throw the 60-200 on there with the 2x adapter on a tripod stop it down to f9-f11 for greater depth of field and take it with a shutter speed that will keep your iso 400 or lower. then do the same with the 600. then take the 2x adapter off and take the same shots without the adapter it will become evident which combo produces the most usable images. export to Lightroom edit and crop to your desired liking.

should go without saying but you should be shooting in raw to maximize your resolution

I would recommend saving up for a dedicated macro lens. I have a hunch you may get a lot of use out of it. I used to get up before dawn and crawl around in the weeds shooting little critters. But then you'll need a ring flash and focus rail and so on lol. Probably give the 2x adapter a try.

Problem will be the minimum focus distance on those so basically top down will not be possible unless ur standing 2 meters above the tank.... believe 50mm 1.8 would give u better quality close up shots than the zooms mentioned. I used a 17-50 2.8 by tamron for years and it had very close focus that allowed good closeup shots. Not saying to shell out the price of a macro but there are some low cost alternatives for good closeup shots.
