I’ve always used thin superglue and either rock dust or baking soda. Either forms an incredibly strong bond.
This is how I have done mine. I used marco rock and the marco rock powder and thin super glue. For the most part the "weld" is stronger than the rock itself. Next time I will probably add in some Marco 400 putty(?), just to help reinforce the rock and "weld" area.

use Cyanoacrylate liquid glue from loctite (the super thin runny kind) what I like to do is pour sand between the two rocks and then saturate the sand with glue, repeat a few times and you'll have a super strong rockscape, it works way better than epoxy and is my preferred method. I've done it with all my tanks and have had good results.

I have used Marco rock aquascaping mortar in the past, forms a very strong bond however can be tricky to work with as it isn't sticky and needs to sit perfectly still for 24-48 hours to fully cure, though good for heavy duty holds with 10+ pound rocks IME. you can also use a mixture of epoxy putty and glue, but I like to find a way to stack the rocks firmly without glue as it's honestly much easier
