The growth does not seem like marine ice or Velvet. They are cone-shaped, but are too numerous to be mucus plugs (right?) They showed up over the course of a few days. The fish is not breathing heavy and is otherwise behaving as normal. Please help.

Those are mucus plugs. They can be a sign of general stress, but can also be caused by an underlying ich infection. Are the fish being treated with anything?

Agree with mucus cones and you will notice with these cones which often do not show on occupants. Often starts with skin irritation which they are susceptible to and at times mixed in with ich. Often coppersafe treatment will help resolve hence Jay's question regarding any treatment used. Assure good water quality as these fish often get lymphocystis also which is viral and not a disease.

Do any of the spots appear on your other fish? Is the angel 'new'? Have the fish been quarantined? (are they in quarantine now - the tank looks small)? Agree with the advice above - and in addition would consider treating all of your fish in a separate hospital tank with copper/praipro per protocol. If they are currently in a display that tank would need to be left fish-less for 6-8 weeks.

Thank you!

The fish was not new. But the entire tank was treated with Cupramine a week ago.
