Likely dinos. You need to identify the type to properly treat. The best resource is the facebook page- macks dinoflagellates group. Treatments depend on type but
- raise trate and phos
- phyto
- pods
- bacteria adding
- uv
- dosing silicates
-ect

I hesitated for a while and eventually broke down. It's much cheaper than a uv. On here you will get a bunch of suggestions of how people beat them. But each type is different
