Yes there is usually a rule for the cheap frags. In this case it was you can only get 2.

you must read the rules on the first page for all live sales

I think that if the website let someone purchase more than 2 frags for $5, then they really didn't do anything wrong. Lets let WWC do their job and sort the customers out.
