45g Red Sea e max 170 with rear sump. Stock pump and air Nero 3 on the left.

Having some issues with hair algae. Nitrates 0-5 on a given day (trying to bring up) phos 0.1.

Also minor dino (ostreopsis outbreak) uv filter plumbed HOB.

Any thoughts on flow? Leaning on more flow as sand tends to be stagnant and dirty? Hair algae on rocks

Try a refugium they're just incredible. I would start off with just some rock you would use to put in your display tank that fits in the refugium, and blast it with light so that the hair algae grows there instead of the Reef Display.
You can get hang on's or in-sump Refugium setups. If it starts working really well, you could probably pull out the rock and switch over to Chaeto, and grow that instead.
