This has been my experience as well. I only saw the goby for the first ten minutes of putting him in the tank for over 6 Months. I assumed the shrimp killed him the first night because he snapped all night long. Six months later to my surprise they both emerged from a new burrow opening in the front of the tank. It makes it a nice treat every now and then when they decide to be out and about in a spot where you can see them.I'd suggest not taking a look or moving things around. The fact you see the small pile of white sand ot of the ordinary says they're fine and doing their thing. I wouldn't disrupt that. The thing with a goby/shrimp pair is they're going to do what they do and you can't force them to be where you want them. I've had a pair for almost two years. They'll be front and center as the showcase of the tank for months and then just disappear for weeks on end. The only way I know they're around is the goby will come out at feeding time.
