Dottyback (hiding) and Flow

I added a Neon Dotty back to my tank about a month ago. For the first couple weeks he would come out when ever I got close to the tank and see what I was doing. Then he disappeared into a rock. I saw him once last week, but havn't seen him since. I know they hide most of the time, I just want to know if there is a way to encourage him to come out more (to make sure he isnt dead)

If I increase the flow, will it encourage him to come out? or just make him hide more?

Tank details:
40 gallon breeder tank
I have a Fluval U4 Internal Filter and a Hygger Mini Wavemaker for flow.

Other Inhabitants:
Snails: Nerite, Nassarius vibex, and Florida Cerith
2 clown fish
1 fire goby

Do you have pictures of the tank now?
Looks brand new and I don't see ANY inhabitants.
Dottybacks can be quite reclusive and aggressive as well in my experience.
Clowns can be aggressive as well.
Like I said how about now pictures and I'll try to help.

It really hasnt changed much. The snails are keeping the algae in check, clowns are behind the rock and the fire goby hides in the rock structure on the right. The dotty back took up residence in the left

It is a new tank. I started it up in august, introduced clowns after cycling in September. I only have a few inhabitants, so it looks empty... working on slowly adding more fish so as to not overload the tank.

The clowns seem to leave the fire goby alone, and when the neon dottyback did come out they seemed to be pretty chill.

Today's readings:
Nitrite: 17.7
Phosphate: 0.04
Salinity 1.026

Well I guess no one likes their picture taken then!
All I can say is maybe spread the rocks out a bit and all of them might be more likely to be out in the open.
