Trying to figure out how to solve my flow rate, i end up taking from one tank and filling the other.
I have ball valves on both water out feed, going to top filter box on both tanks. Also have flow rate control on each pump.
any advice would help. I can't seem to regulate my DIY filter.

It's almost impossible to keep both tanks the same level as there will always be differences in back pressure in the plumbing. You'll need to set up plumping or siphon directly between tanks like this tubing. You could probably make one out of PVC. Alternately, you could use an ATO pump and sensors to pump water from one tank to another.

I kept playing with it and got it, it does not matter to me if they are exactly same water level. I just don't want one draining the other, after multiple fine adjustments I think I got it. Thank you for your Input. If it starts draining one tank and filling the other again i'm just going to separate the two tanks and build another filter for the other tank, the monster fish tank is the one that gets the dirtiest so i will use the large filter on that and build a smaller one for the other tank

Agreed with above, unless you have both tanks drain by gravity and then have the pumps send water back, it's probably only a matter of time until you overflow one tank or another. You'd honestly be better off with 2 quality HOB filters rather than the setup you're using now for peace of mind.
